English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a recent study of local authorities, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to balance the books.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in England reported that 60% of local authorities are planning to sell assets to cover the rising costs of adult and children’s social care.

Local governments have in the past come under fire for selling public land and open spaces to shore up their budgets, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to raise money from a fire sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of local leaders stated they would focus on restructuring services and using financial reserves to weather growing financial challenges.”

Detailed Examples of Planned Disposals

Medway Council in Kent said its asset disposal plan included the sale of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be disposed of under the plan.

Council Tax Rises and Broader Fiscal Pressures

The survey of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to raise council taxes next spring to address the rising cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with asset sales after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to achieve both better provisions and financial savings,” said Vince Maple.

He added: “There are population challenges which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Patterns and Forecasts

Research of county councils this week further found local finances being strained by the growing number of children and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those reforms has been postponed.

Deprivation and Financial Gaps

Based on the most recent indices of deprivation (IMD) covering UK local authorities, several key cities members were among the most deprived in the country.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest IMD measures,” said the study.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of the nation. The data underscores the scale of challenges facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been clear about the necessity for a equitable and lasting funding system that accounts for and responds to the actual extent of disadvantage and demand,” said Michael Mordey.

“Lacking this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the survey revealed.
