Senate Republicans Embrace President's Proposal to Replace Affordable Care Act

US lawmakers are meeting during the weekend for the first time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to end the standoff appeared to diminish as GOP senators floated a proposal toxic to Democrats: eliminating the ACA, called Obamacare.

Deepening Impact of Government Shutdown

The impact on US citizens from the lengthiest shutdown of the federal government in history deepened on Saturday, as government employees went without pay, carriers were forced to ground planes and SNAP benefits have been postponed for forty-two million Americans.

President's Proposal from Golf Course

As weekend session got under way, Republican senators embraced a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Endorsement

Several Republican senators welcomed the plan, which is comparable with a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the patient," one senator said.

Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in reply to Trump's proposal. "We must stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Response

Democratic lawmakers shared concerned reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by voters and Congress."

Another lawmaker reacted to the criticism of insurance companies by posting: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? Then I welcome your support for universal healthcare."

Continuing Negotiations

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an willingness to an developing plan from a small group of centrist lawmakers to end the closure in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and extend the payments for a year.

Another leading Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the payments before discussing the long-term of the subsidies.

"Doing nothing is derelict because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That's what will happen if this Congress does nothing."

Partisan Situation

None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.

Several observers suggested that the core of such a plan would remove the ACA's mandate that insurance companies cover individuals with pre-existing conditions.

After his resort visit, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to garner enough support in 2017.
